NOTICE OF RACE
September 19, 2003
2004 International One-Design World Championship

1. Rules
1.1 The regatta will be governed by the Racing Rules of Sailing for 2001-2004
(RRS), the prescriptions of US SAILING, the International One-Design World
Class Bylaws and Championship Regulations, this Notice of Race (except
as any of these are altered by the Sailing Instructions) and the Sailing
Instructions. Advertising will be restricted to Category A.
1.2 The Organizing Authority is the Fishers Island Yacht Club.
2. International Jury
An international jury will be constituted in accordance with RRS Appendix
M.
3. Alterations to the Racing Rules
of Sailing and the International One-Design World Class Regulations
3.1 RRS 62.2 and RRS 66 will be changed to shorten the times for requesting
redress and for requesting that a hearing be reopened on the last day
of racing.
3.2 World Class Regulation Article IX Section 14 will be changed to permit
the Race Committee, in addition to signaling recalls in accordance with
RRS 29, to hail premature starters on (U.S.) VHF channel 72. The failure
to hail premature starters, the hail of some but not all premature starters,
or the untimely hail of premature starters shall not be grounds for redress
[also changes RRS 62.1(a)]. Competitors should bring a U.S. compliant
VHF radio.
3.3 Further variations from the RRS and International One-Design World
Class Regulations may be included in the Sailing Instructions, and these
will not constitute grounds for redress.
4. Eligibility and Entry
4.1 The 2003 International One-Design Class World Champion is automatically
invited to defend his title.
4.2 Each International One-Design Class Fleet in good standing shall be
invited to send one team to the event. Additional invitations will be
issued in accordance with the World Class Association Championship Regulations
and at the discretion of the organizing authority.
4.3 All competing skippers and co-skippers must be members of US SAILING
or their respective national authority. All competitors must be members
of their respective IOD fleet and the International One-Design Class World
Class Association.
4.4 Each competing team must complete its entry form and pay its entry
fee by Sept. 1, 2004 or be subject to a late fee. Insurance fees and damage
deposits may be paid at registration.
4.5 The entry fee, insurance fee, damage deposit, and cost of the week’s
entertainment package will be as prescribed on the Official Entry Form.
4.6 Entries shall be submitted as indicated on the Official Entry Form.
4.7 Official Entry Forms will be sent to each fleet and will also be posted
at the regatta website, www.iodworlds.com, by Dec. 31, 2003.
5. Schedule
Sunday, Sept. 19—Registration, 1300-1800. Skippers meeting, 1800.
Monday, Sept. 20—Practice race warning gun, 0930, Race 1 and Race
2 to follow
Tuesday, Sept. 21—Race 3 warning gun, 0900, Race 4 to follow
Wednesday, Sept. 22—Race 5, warning gun, 0900, no race starts after
1200.
Thursday, Sept. 23—Race 6 warning gun, 0900, Race 7 to follow
Friday, Sept. 24— Spare race, 0900, if needed
6. Disclaimer
The organizing authority will require each competitor to sign a waiver
for loss, damage or injury to persons or property occurring in conjunction
with the regatta or on the property of Fishers Island Yacht Club. The
organizing authority, the International One-Design World Class Association,
the Fishers Island International One-Design Fleet, and their respective
members, employees, officers and/or agents shall not be responsible for
any loss, damage, or injury that may occur to person or property whether
ashore or at sea as a consequence of the participation of any boat. Competitors
are reminded that RRS 4 states: “The responsibility for a boat’s
decision to participate in a race or continue racing is hers alone.”
7. Sailing Instructions
The Sailing Instructions will be available with on-site registration and
on the regatta website.
8. Racing Area
Racing will be conducted in the vicinity of Fishers Island Sound.
9. Courses
Courses will be described in the Sailing Instructions.
10. Boats
10.1 Boats will be provided by the Fishers Island International One-
Design Fleet and will be prepared by the Fishers Island IOD Fleet Technical
Committee [F.I. Tech Comm.].
10.2 Each boat will be provided with one complete set of sails and no
other sails may be used without the permission of the F.I. Tech Comm.
in consultation with the International Jury.
10.3 Teams will be assigned a spinnaker for the duration of the regatta.
In strong winds spinnaker restrictions may be imposed.
10.4 All boats will have necessary running rigging, but competitors may
elect to use their own spinnaker sheets and launchers.
10.5 Boats, together with their sails (except spinnakers) and running
rigging will be exchanged after each race (except practice race) in accordance
with a boat rotation draw that will be held by the Fishers Island International
One-Design Fleet at the skippers meeting.
10.6 All equipment provided with the boat for sailing purposes shall be
carried while afloat.
10.7 Unless permission is given by the F.I.Tech Comm. in consultation
with the International Jury, no boat shall be modified or caused to be
modified except that:
a) A compass may be tied or taped to the hull or spars.
b) Wind indicators, including yarn or thread, may be tied or taped anywhere
on the boat.
c) Hulls, sails and equipment may be cleaned only with non-abrasive materials.
d) Adhesive tape may be used anywhere above the water line except on brightwork.
e) All fittings or equipment designed to be adjusted in accordance with
class rules may be adjusted within the limits provided, except that shrouds
and forestays shall not be adjusted.
f) Jibs shall not be tied to the headstay when hoisted.
g) Roll tacking, by using the shrouds of a boat as a way of supporting
a crewmember’s weight outboard of the plane defined by the extension
of a boat’s topsides, is prohibited.
11. Scoring
11.1 Scoring will be in accordance with the International One-Design Class
World Class Constitution Championship Regulations.
11.2 Up to seven races may be sailed and a minimum of four races must
be finished to complete a series.
12. Prizes
12.1 The Bjarne Aas Perpetual Trophy will be awarded to the first place
team.
12.2 The William John Perpetual Club Trophy will be awarded to the Yacht
Club of the first place team.
12.3 The Allegra Perpetual Trophy will be awarded to the second place
team.
12.4 The Edinburgh Bowl Perpetual Trophy will be awarded to the third
place team.
12.5 The Priscilla Kehm Trophy will be awarded to the most valuable crew.
12.6 “Keeper” prizes will be awarded to first through fourth
place teams, overall.
12.7 Daily prizes will be awarded to the teams finishing first in each
race.
12.8 Other prizes may be awarded.
